Matt Cutts: Would a user be annoyed if they land on this page, right. They dont add value.

First check Google’s Webmaster Guidelines to see if any unethical practice is related to your site. Google doesn’t publicly acknowledge the existence of actual penalties (unless the reason was obvious or part of their guidelines), but we all know they exists. You will recognize this by lower traffic and lower sales.

That said, if your web site suffers sudden and dramatic fall in ranking and no Google algorithm changes have been made, then a Google penalty may be the cause, especially if you have been embarking on activities which might have contravened Googles Webmaster Guidelines.
